OEKO-TEX, REACH and FR Documents: A Buyer Evidence Map
Asking a supplier for “OEKO‑TEX, REACH and FR certificates” sounds careful. It can also produce three documents that answer three different questions—and none that supports the exact SKU, market or listing claim.
The safer approach is to build an evidence map. Start with the product, destination, company role, sales channel and customer-facing claims. Then identify the regulation, certification, test report or declaration that applies. This article is a sourcing workflow, not legal advice; importers and sellers should confirm current obligations with qualified advisers and the relevant authorities.
OEKO‑TEX, REACH and FR are not interchangeable
| Term | What it represents | Buyer’s first check |
|---|---|---|
| OEKO‑TEX STANDARD 100 | A voluntary label for textiles tested for harmful substances | Does a valid certificate cover the proposed product or material scope? |
| REACH | European Union chemicals legislation with obligations that can apply to substances and articles | What obligations apply to this article and to the importer, producer or supplier? |
| FR or flammability | A performance or regulatory requirement defined by a named method, product scope and market | Which authority, method, component and acceptance rule apply? |
A large certificate folder is not the same as product compliance. A useful file connects each document to a specific decision.
OEKO‑TEX STANDARD 100: verify the label and its scope
OEKO‑TEX describes STANDARD 100 as a label for textiles tested for harmful substances, including articles at stages such as yarn and finished products. That does not mean every product made by a certificate holder is automatically certified. The buyer needs to review the valid label or certificate and confirm that the described article or material scope fits the item being purchased.
Check the product ID or certificate reference, responsible institute, validity, certificate holder, product description and any scope conditions. Use the official OEKO‑TEX standards and certificate information rather than relying on a logo copied into a supplier presentation.
If the listing will say “OEKO‑TEX certified,” the wording must match the actual certified product and current label rules. A certificate for yarn, base fabric or another article group should not be stretched into a finished-product claim without confirmation.
REACH: identify the obligation instead of asking for one universal certificate
REACH is an EU regulatory framework, not a single product certificate issued to cover a factory’s catalog. Obligations can depend on the substance, concentration, article, volume, supply-chain role and other conditions.
ECHA explains that Candidate List substances in articles can trigger notification or communication duties under defined conditions. Its official guidance on Candidate List substances in articles should be the starting point for current EU requirements.
For a sofa cover or textile accessory, the evidence file may include supplier declarations, material information, laboratory reports and supply-chain communication. Which documents are sufficient is a compliance decision for the relevant importer or seller—not a claim that the supplier can settle with a generic “REACH certificate.”
FR and flammability: method and product scope come first
“FR” has no useful meaning without the destination, product definition, named method, applicable edition, test sample and acceptance result. Requirements for fixed upholstered furniture may not be the same as those for a removable throw, cushion cover, upholstery fabric or other textile component.
For the United States, the CPSC publishes official business guidance on upholstered-furniture flammability requirements. Other markets and projects have their own authorities and scopes. Buyers should use current official guidance for the destination and obtain qualified advice when classification is unclear.
Ask whether the evidence covers:
- the face fabric, barrier, filling, composite or finished seating assembly;
- the exact SKU, construction, treatment and color where relevant;
- the method and edition named by the buyer’s requirement;
- the same product form being imported and sold;
- the labeling, certification or recordkeeping obligation that applies to the responsible company.
A flammability report can be valid for its tested sample and still be outside the scope of the buyer’s product.
Map claims to evidence before sending an RFQ
Create one row for every SKU and planned claim. Do this before sample approval, because a late compliance gap can change the material, construction, supplier or listing language.
| Field | Buyer entry |
|---|---|
| SKU and product form | Sofa throw, fitted cover, protector, cushion cover, upholstery yardage or finished furniture component |
| Material and construction | Composition, fabric code, backing, coating, trim and color |
| Destination and channel | Country, marketplace, retailer, importer or project |
| Company role | Manufacturer, importer, brand owner, distributor or marketplace seller |
| Planned claim | Exact words proposed for listing, label and packaging |
| Requirement source | Authority, buyer standard, platform request or voluntary program |
| Evidence needed | Certificate, test report, declaration, technical file or supply-chain information |
| Scope check | Product code, material, color, facility, market, method and validity as applicable |
| Status | Verified, conditional, missing, expired or not applicable |
“Not applicable” is a legitimate result when supported by a qualified classification. It is not a shortcut the supplier should guess.
How to review a compliance document
1. Identify the issuer and document type
Separate certification, laboratory testing, supplier declaration and marketing material. They carry different meanings and should not be filed under one “certificates” label.
2. Match the product
Compare the document description with the quoted SKU, material, construction, color, treatment and production source. Ask for a written explanation when the names differ.
3. Check the requirement and method
Confirm that the document addresses the regulation, voluntary program or buyer standard actually requested. For test reports, record the method, sample conditioning, result and scope.
4. Confirm validity and changes
Check dates, validity, current official status and whether later changes to materials, processes or production locations affect applicability.
5. Control the claim
Use customer-facing wording that does not exceed the evidence. “Tested under [method] for [sample]” and “certified product within [scope]” are not the same statement.
Events that should reopen the evidence review
- changing fiber content, base fabric, backing or coating;
- adding waterproof, anti-slip, printing, embroidery or other finishing;
- moving production or changing a relevant supplier;
- adding a color or treatment not covered by the current evidence;
- using a base fabric inside a finished cover or furniture assembly;
- entering a new market or sales channel;
- adding a certification, chemical-safety or flammability claim;
- reaching a validity date or receiving an updated authority or platform request.
Version the technical file with the SKU and approved sample. A PDF saved two years ago should not automatically follow a revised product into a new listing.
Questions to send the supplier
- Which exact product or material does this document cover?
- What is the document type, issuer, reference and validity?
- Does the report name the requested method and product scope?
- Which colors, finishes, facilities or article groups are included?
- What changes would require a new test, certificate update or declaration?
- Can the supplied document be verified through the issuing body or authority?
- If evidence is missing, what sample, cost, quantity and schedule are needed to obtain it?
Do not approve a claim until the answers have been reviewed by the person responsible for compliance.
How BOYA handles certification and testing requests
BOYA reviews certificates and product test reports against the requested SKU, construction and standard. Availability cannot be assumed across the full catalog. Ready-stock, custom development, sample eligibility, testing, MOQ and schedule are confirmed for the selected item and project.
Processes such as waterproof construction, anti-slip backing, point-plastic anti-slip treatment, printing, embroidery, jacquard and edge finishing can change the evidence scope and should be included in the compliance brief before approval.
Continue with the performance claim-to-evidence guide, review the hotel sofa fabric RFP workflow, see the B2B sourcing FAQ, or send an SKU evidence map for review.
Frequently asked questions
Does BOYA have OEKO‑TEX certification for every product?
No catalog-wide claim should be assumed. BOYA checks the valid certificate and product scope for the exact item requested.
Is REACH compliance proved by one certificate?
REACH is legislation, and the applicable obligations and evidence depend on the article and company role. Buyers should use current ECHA guidance and qualified compliance advice.
Does an FR fabric report approve finished furniture?
Not automatically. The report applies to the sample and method it names. Finished furniture may include other materials, construction and labeling requirements.
When should testing be planned?
Plan it before listing and bulk approval. Testing can affect material choice, sample construction, cost and schedule, so it should not be left until the shipment is ready.
